Minutes of the April 16, 2007 SSHBEA Board of Directors Meeting

At 7:03P.M. on April 16, 2007 , Bob Wright called the SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll.  Those absent were Janie Rowland, Ronnie Sapp, Michelle Bailey, Sis Osborne and Tammy Coffman and all had notified the office of their absence.  Krista Smith had resigned and the person receiving the 6th highest amount of votes at the January officer/director election was Kasey Kesselring.  He had been notified and accepted the position but it was too late for him to attend this meeting.   Bob then asked Janice Higgins to read the minutes from the last meeting and they were approved as read.

Bob reported that Equine Affair in Ohio had gone really good.  Terry and Michelle had decorated the booth very nice and did an excellent job working the booth and representing SSHBEA with their horses.  They will be partially reimbursed from the promotional budget.  We will have a full report from Michelle at the next meeting.

Bob or a representative of SSHBEA is supposed to meet with Rick Wheet(?) from Novall headstalls later this week and participate in a National Radio Broadcast that goes out to 3 million people.  Rick has a mustang/walking horse cross that gaits and is spotted and wants to register it.

The next item of discussion was the rule book.  A rule had been passed in August 2003 that stated “the heaviest Trail Pleasure shoe can weigh no more than 2 lbs. and the heaviest Lite Shod shoe can weigh no more than 3 lbs. regardless of the shoe size”.  The next motion was “to table how to enforce the shoe size until the next meeting”.  Johnny Smith made the motion to take the weight limit off the shoes until we derive a way to police and enforce it.  Doug Herring seconded, motion passed.

Sally Wright had checked on John Baskin and they thought he was a little better.  There is a benefit scheduled for him on April 28th.

Bob Wright wanted the minutes to reflect the results of a phone poll during the last month.  All members voted to allow the USDA Committee to make the decision on signing the Operating Plan.  The committee decided to sign the plan.

Johnny Smith made the motion to cover the expenses for Mack Motes to go to Washington D.C. on May 7 to attend the USDA negotiation of the Operating Plan.  Doug Herring seconded, motion passed.

We had received the yearly request from the 4-H for a $1,000 donation/sponsorship.  There is an issue with the 4-H allowing ID solid horses to show in the Spotted Saddle Horse classes.  This does not comply with the SSHBEA rules.  Bob is to check on all the details before we make a decision on giving the donation this year.

Aaron presented the Financial Report.  We had made money in March.  We have $14,000+ on the past due list.  We need to make a decision on how to handle some of the entries on this list.  Johnny Smith made the motion to approve Aaron’s financial report.  Freda Bullard seconded, motion passed.

The judges committee had applicants to be approved.  SSHBEA Master Judges to be approved were:  Johnny Smith, Dwayne Sullivan, Hubert Perry, Derek Myers, Bill Murray, Mike Lee, Roy Franklin, Don Woodson, Harold Johnson, Ronnie Sapp and John Cordell – all were approved.  SSHBEA Regular judges to be approved were:  Kim McMahan, Bobby McDaniels and Chantel Winnett – all were approved.  The judges committee is recommending the following rule amendment/addition to Rule 22.5.   (( Addition) If any infraction of a Judge is observed by a Judges Committee Member (during their term), Committee Member shall place a letter in the party's file outlining the incident. Said letter will be reviewed and considered in the re-issuance of the party's license for the next term.  If a review of the decision is requested, party shall follow the procedures in Rule 22.7.  If an infraction is resolved and no other incidents have been reported or observed the letter will be removed from the judges file in two (2) years.)  Johnny Smith made the motion to add the above to the rule.  Motion was seconded, and passed.  The judges committee recommends the following AAA NHSC applicants:  Holly Sanders, Mike Civils, Sid Baker, Jennifer Davis, Jerry Thacker, Billy Strickland, Richard Walls, Terry Stone, Benny Johnson, Grandy Tuck and Jimmy Carnathan and the following AA NHSC applicants:  Don Crum, Grant Holt, Randell Phillips and Linda McCarley – all were approved with 1 no vote against Grant Holt.

Next the judges were drawn from the hat for selection of the judges for the Spring Show.  Two master judges and 1 regular judge are needed.

Janice Higgins made the motion to add the following to the rule book:  The SSHBEA Sport Horse division does not fall under the Horse Protection Act jurisdiction.  Roy Franklin seconded, motion passed.

Cindy Haley made the motion to adjourn and Roy Franklin seconded, motion passed.
