Minutes of the 2-25-08 SSHBEA Board of Directors Meeting

On February 25, 2008 at 6:58P.M. , Mack Motes called the SSHBEA Board of Directors meeting to order and asked Janice Higgins to call the roll.  All were present except Tamara Sullivan who had notified the office.  He then asked her to read the minutes from the last meeting.  She read the minutes of the January 18 BOD meeting and the January 19 required BOD meeting after the annual membership meeting.  Sis Osborne asked to add to the January 19 minutes the names of the people overlooked in the Sweepstakes presentation that morning – Mr. & Mrs. Bob Sigman.   With that addition, Freda Bullard made the motion to approve both sets of minutes, Sis Osborne seconded, motion passed.

Mack asked if we wanted to keep the same dates for our Spring & Fall shows.  They would be May 1 – 3 and September 20 - 27.  Sis Osborne made the motion to approve these dates, Kim McMahan seconded, motion passed.

Mack reported we have 1 year left on our contract with the Celebration.  He asked if we wanted him to go talk to them and start negotiating on the next contract.  Bob Wright recommended that Mack to go talk to them and use his best judgment on what they tell him and ask for proposals for 5 years and for 10 years.

Mack asked if we wanted to set up the same agreement with the National Horse Show Commission.  We gave them $50 per show and we could use their judges.  The judges must be a SSHBEA member and complete other paperwork.  Doug Herring made the motion to renew our contract with them, Roy Franklin seconded, motion passed.

Jack Greene had contacted us about being our center ring photographer for our shows this year. Also would we want to use  P. J. Wamble for the outside photographer.  Kim McMahan made the motion to approve them, Maude Hopkins seconded, motion passed.

Next Aaron Crafton presented the 2008 budget and the financial report.  There were questions on the budget and we will postpone approving it until the next meeting.  After discussion of the financial report, Bob Wright made the motion to approve it, Sis Osborne seconded, motion passed.  Kim McMahan asked for #’s on horses registered since we opened the book to all tobainos.  Our note comes due in March – Aaron is going to talk to them next week and report back at the next meeting.

Last year there had been discussion of doing the High Point tabulation in house.  Janice Prince is going to meet with Abbie Richardson about setting up the high point on the office computers.  Janie Rowland, chairperson of the High Point , recommended doing away with double points.

We need categories added to the Horse of the year ballot for Traditional Trail Pleasure and Country Trail Pleasure if it’s not there.  Ronnie Sapp is to check on this and come up with categories.  The Sport Horse of the year should be Adult Sport Horse of the Year along with the Juvenile Horse of the Year.

Terry Givens was present for Sport Horse and asked for approval to have a sport horse event on Saturday, May 3 during the Spring Show.  Ronnie Sapp made the motion to approve the event, Sis Osborne seconded, motion passed.  Terry asked that the reining classes be counted with the cow horse section instead of the agility section on High Point – approved.  Also, Terry asked for safety reason, that the 12-17 class of reining allowed to use 2 hands regardless of the bit – no one objected to this.

The Trail Pleasure committee had met last week and Sis Osborne presented four recommendations to the board from the committee.  Sis reported there are 19 members of the trail pleasure committee, representing 8 states and all recommendations were approved unanimously by the committee.  The items were voted on one at a time.  A new sentence should be added to Rule 19.6.      -----   “The judges shall severely penalize any Trail Pleasure horse that exhibits twisting, squatting or wringing of the hocks.”   Sis Osborne made this motion, Maude Hopkins seconded, motion passed.     -----   “Lubricants shall be limited to the posterior pastern area only on Trail Pleasure, Traditional Trail Pleasure and Country Trail Pleasure horses” needs to be added Rule 12.18 and cross reference to Rule 19.6.  Sis Osborne made this motion, Maude Hopkins seconded, motion passed.   ----    “Tungsten shoes will be illegal (banned) on Trail Pleasure, Traditional Trail Pleasure or Country Trail Pleasure horses.  There will be no welded caulks on shoes worn by Trail Pleasure, Traditional Trail Pleasure or Country Trail Pleasure horses.  The shoes for these divisions cannot be made from any material heavier than conventional steel.”  This should be added to Rule 29.5.  Ronnie Sapp made this motion, Janice Higgins seconded, motion passed with 11 yes votes and 6 no votes.    -----    “There will be no paint allowed on a Trail Pleasure, Traditional Trail Pleasure or Country Trail Pleasure horse prior to the initial inspection of a particular horse by the DQP each night of a show.”  Sis Osborne made this motion, Ronnie Sapp seconded, motion failed with 6 yes votes and 10 no votes.

Sis Osborne next presented her Promotional Committee membersFreda Bullard, Debbie Smothers, Gordon Hirschi, Greg Perry, Jan Hart, John Warren, Kasey Kesselring, Kevin Gilliam, Lisa Warmels, Mary Ellen Areaux, Peggy Moore, Sally Wright and William Erickson.  Mary Ellen Areaux is from Texas and they have a booth at the Houston Livestock Show and would like to have a Spotted Saddle Horse in their exhibition and would also like to have a Sport Horse – the event takes place in September.  Sis is 99% sure we are going to have a horse on exhibition in the Kentucky Horse Park – Debbie Smothers had volunteered to donate her mare – this runs from April to October – at no cost to the association.  There are exhibitions in North Carolina and West Virginia and Sis wants to work with Mr. Hirschi (Chair of the Out of State committee) and work with the SSHBEA Club Presidents of those 2 states and see if they could cost share a booth at both those events and have SSHBEA horses there to exhibit.  Liz Mills has donated a very nice trophy case to the association.

Mr. Gordon Hirschi has his members together for the Out of State Committee and has been working with some of the out of state clubs.  The state of Kentucky is offering and incentive program to spotted saddle horses thru the walking horse association.  KY is doing a clinic on Show Rules and Arkansas wants to follow suit.  Ohio had about 40 members attending their last meeting.   Mr. Hirschi’s committee consists of:  Janet Craft-Alabama, Becky Munn-Arkansas, Lisa Dicamillo-Colorado, Debbie Smothers-Kentucky, Chris Straton-Ohio & Leslie Topham-Utah.  He would like something in the magazine on the out of state groups every month.

Bob Wright presented the members of his Show Committee – Robert Morgan, Linda Bedwell and Danny Ray Davis.

Mack asked that all chair people turn in a list of their committee members at the next meeting.

Bob Wright made a motion to contact Flint Creek and asked them to put a disclaimer on the forum titled SSHBEA, that it is in no way connected to SSHBEA.   No second or vote. Mack asked Sis to add overseeing the website to the promotional division.

Janice Prince had a set of problem papers.  A stallion owner is dissatisfied because his colts out of his non-tobiano stallion did not meet qualification for registration.   His colts are solid color.  Bob Wright suggested the board think about, that if there is a horse that the registration committee denies registration, the owner may have his horse tested for the tobiano gene and if it comes back positive then we would register the colt/horse in question.

The next board meeting was set for March 17 and from that point on it would be on the 2nd Monday of each month.

Sis Osborne made the motion to adjourn, Freda Bullard seconded, motion passed.
