At
Mack reported he was in attendance of a meeting today in Nashville with
all the HIOs and the USDA was there and at lunch the HIO’s were presented with
the fact that if a horse is found in violation of the foreign substance rule the
1st offense would be a letter of warning and the 2nd
offense would be 2 weeks suspension and the HIO would be responsible for those 2
and the 3rd offense would be a Federal case and this has nothing to
do with the Operating Plan. After
discussion they agreed if the HIO’s could come up with an acceptable 3rd
penalty they might not make it a Federal case. It
would most likely be 2 -3 months before you would be notified of the charge.
Bill Hawk is an Agricultural Lobbyist and is to go tomorrow and
negotiate on this for several HIO’s. At
the present thoughts were that Mr. Hawk might offer
the ideal of 1st 2 offenses be the same as listed above and
then possibly the 3rd offense be 2 months, 4th offense be
6 months and 5th offense be 8 months.
There are three things that are legal to be on a horse’s leg – they
are: Mineral Oil, Glycerin and
Petroleum. After much discussion and
many questions, Bob Wright made the motion to give Mack the authority to make
the best decision for the industry. Roy
Franklin seconded, motion passed.
Roy Franklin made the motion to adjourn, Freda Bullard seconded, motion
passed.
