Minutes of the 11/9/09
SSHBEA Board of Directors Meeting
At 7:03PM on November
9, 2009 Mack Motes called the SSHBEA Board of Directors meeting to order and
asked Janice Higgins to call the roll. All
were present except Kim McMahan, Aaron Crafton, Maude Hopkins, Gordon Hirschi
and Linda Bedwell who had all notified the office of their absence.
Janice then read the minutes of the last meeting and Sis Osborne made the
motion to approve them as read. Freda
Bullard seconded, motion passed.
Mack reported the conference call mentioned in the minutes didn’t go
very good. SSHBEA was the only HIO
that was prepared to comment on the Operating Plan, none of the rest had not
talked to their boards. Donna
Benefield said that SSHBEA was a disgrace and she was not going to participate
in anything where SSHBEA was involved. She
said she could not work with us but could work with SHOW. Mike
Tuck said there would be no meetings without SSHBEA.
The meeting mentioned in the last minutes was canceled.
Mack had a request from the Walking Horse Owners Association asking for a
rule book from us and an application for affiliation for 2010.
As a national organization they are trying to keep shows alive for their
members to participate. They want to
affiliate show in all areas and use the HIO that is closest to their shows.
Mack read a request from Tony Tully for Don Woodson not to be allowed to
chair the hearing of his protest thinking there could be a conflict of interest.
No one saw a problem with Don chairing the hearing and Dickie Gardner
made the motion to leave Don in charge, Benny Lance seconded, motion passed.
Bob Wright presented the Financial Report in Aaron Crafton’s absence.
Our total income is off about $5000 for the year.
Expenses are down over $20,000 for the year.
Net income for October is $<12,000>.
Net income for the year is about $8,000.
Roy Franklin made the motion to approve the Financial Report, Sis Osborne
seconded, motion passed.
Don Woodson reported we have a hearing set up for 3 protests on Saturday.
We also had 3 protests that the paperwork was not filled out properly.
Don had called the people involved and informed them they need to redo
their forms – they waited until the last minute and then decided they would
not bother with correcting the forms so the protests could not be brought before
the hearing committee. These were
protests filed by judges. Ronnie
Sapp admitted one of the incorrect protests had been filed against him for
cussing a judge. Ronnie apologized
and gave himself a $200 fine and 5 years probation.
Freda Bullard made the motion to accept Ronnie’s fine and probation,
Don Woodson and Bob Wright seconded, motion passed.
Don had talked to one of the other 2 parties involved in the incorrect
protests and that person admitted he was in the wrong and would accept whatever
penalty we accessed to him and apologized as well.
Roy Franklin made the motion to notify Ronny Summers and Jonathan
Cantrell and ask them to appear at the next board meeting with an offer like
Ronnie Sapp did and the board can either accept or reject it and if they do not
appear then we give them the same penalties – $200 and 5 years probation.
Holly Sanders seconded, motion passed.
They will be sent a certified letter to this effect.
Mack stated he thinks if a person cusses a judge or shows disrespect to a
judge or exhibits unsportsmanlike conduct at a show they should be excused from
the grounds and not be allowed to show or attend the remainder of the show. Rule
9.5 needs to be reworded and/or changed – this will be brought back up at the
next board meeting. Sis Osborne is
in charge of this.
We had 2 nominees for the SSHBEA Hall of Fame.
Mack asked Benny Lance and Roy Franklin to leave the room.
Mack asked that we approve both nominees this year instead of electing 1
as our guideline says now. Cindy
Haley made the motion to accept both, Holly Sanders seconded, motion passed.
A letter will be sent to the existing Hall of Fame members informing them
that we approved both nominees so there would be no reason to vote.
We had 2 choices of dates for the Annual Meeting – January 8 & 9
and January 15 & 16. Freda
Bullard made the motion to have it on January 15 & 16.
Sis Osborne seconded, motion passed.
The meeting would be held here in Shelbyville as it was last year.

Dickie
Sis Osborne reported the Spotted Saddle Horse Association of Kentucky
group had been accepted to participate in the World Equestrian Games – they
would like to partner with us as they are riding registered SSHBEA horses.
Last year they did 3 exhibitions up there during the summer and were very
well received. They would like this
information on our website that their drill team would be performing.
If you pull up the
